To fight China all you need to do is have as many marines as possible and get them to land in Qiangdao (The former German naval port near Beijing). I would recommend taking out China as soon as possible as it'll give you a ton of resources and space for factories as Japan gets filled up quite soon! This combined with the government official 'Prince of Terror' can also give you a nice little boost to manpower.
